PARISH APPRAISAL

A parish appraisal is a formal survey of all households to investigate opinion on a wide range of topics and to identify issues requiring action. Olivers Battery Parish Council distributed a questionnaire containing 40 questions in late 1999, and distributed a final report (including detailed analysis of questions) to all households in 2001.

COMMUNITY STRATEGY

The purpose of a Community Strategy is to document key social issues (derived from a Parish Appraisal and/or other sources) within the parish requiring action and identify the plans and funding required to address them. The OBPC Community Strategy should be read within the context of the Community Strategy for Winchester published by Winchester City Council in 2004.

RECREATION STRATEGY

Both the Parish Appraisal and the Community Strategy identified sport and recreation as important activities requiring additional investment. The Recreation Strategy contains more details of needs and specific plans.

VILLAGE DESIGN STATEMENT

 A Village Design Statement describes the character of the built environment and land use within a village or neighbourhood. It provides specific guidance on how this character may be maintained or developed in accordance with the aspirations of residents. When reviewed and approved by the Planning Authority (e.g. Winchester City Council), it may be adopted as "supplementary guidance" which must be consulted when planning applications are considered.

The Working Group formed in 2005 has now released the Consultation Draft of this document and comments are invited from members of the public, local businesses, and statutory consultees.
